Voters will go to the polls on May 10 to elect candidates running for City Council and governing boards. Early voting will run from April 28 to May 6.

Cities without contested races may cancel their elections, in which case those who filed to run automatically win.

Here is a roundup of who filed.

Boerne City Council

Three at-large City Council positions are open this year, with four individuals vying for these seats.

Jacques Dubose, 43, is a sales and marketing professional and is seeking a second term. Judy Edmondson, 58, is a teacher with Boerne ISD and also is seeking a second term. Incumbent Rob Ziegler, 58, is a marketing professional and currently is serving his first term. Jeff Haberstroh, 47, construction bond administrator for Boerne ISD and vice chairman of the Boerne Planning and Zoning Commission, is seeking his first term on the council.

Boerne ISD

Two seats on the board of trustees are up for election this year. In one, incumbent Fred Jones is not seeking re-election; in the other, the board president’s seat is being contested. In Place 6, Baron Houser, 48, the president of the residential construction company BeHomes, is running against Bob Ogle, 50, a lawyer.

Ogle has served on the Long Range Planning Committee for BISD as well as the city of Boerne Planning and Zoning Committee and the Quality of Life Bond Committee. Houser said he has no previous political experience.

In Place 7, current board President Cliff Luttrell, 46, a dentist, has served on the Friends of the Boerne Library Committee. He is currently a member of the YMCA and the Boerne Education Foundation boards. Luttrell is being challenged by Robert Jubela, 62, a retired educator, who said he has no previous political experience.

Cow Creek Groundwater Conservation District

Directors in District 2 and District 3 are up for election. Incumbents Milan Michalec in District 2 and William Haas in District 3 have filed for those two positions.

The district also will hold a countywide referendum to increase the ad valorem tax rate from the current rate of one-half of one cent to one cent per $100 of assessed value.

Fair Oaks Ranch

The mayor’s seat and two City Council seats are up for re-election. In Place 1, incumbent Ray Balcer, 78, will face Jeff Cook, 68, who is retired. Balcer, a retired USAF colonel and a former resource director of Datapoint Corporation in San Antonio, has served six two-year terms on the council.

In Place 2, incumbent Cheryl Landman, 63, is running for her fourth term. She is a small business owner of the promotional company, Pro-Specialties, Inc., started in 1985, and is a former president and board member of the Fair Oaks Ranch Homeowners’ Association. She became the first FORHA representative to the council’s city planning committee. She is running unopposed.

Mayor Pro-Tem and Place 3 Alderman Daniel E. “Dan” Kasprowicz, 68, is running for mayor. A retiree from the Southwestern Bell Corporation, Kasprowicz was first elected to the council in May 1997. He is being challenged by George Abuzeid, 23, a commercial pilot.

Place 3, where Kasprowicz now serves, is not up for re-election this year, but Kasprowicz has said the council might appoint someone to fill this position if he becomes mayor. After the filing date has passed, citizens have a week to place write-in candidates on the ballot. Cities without contested races may cancel their elections, in which case, those who filed to run automatically win.

Fair Oaks Ranch will also have a sales tax referendum on the ballot for the first time in its history. In addition to voting ‘yea’ or ‘nay’ on creating a sales tax, Bexar County residents who reside in Fair Oaks Ranch will have the opportunity to vote ‘yes’ or ‘no’ on whether to opt out of the Bexar County MTA (VIA) 0.5 percent sales tax.

Northside ISD

There are no elections scheduled this year. Board members’ terms expire in odd-numbered years.
