Ray Balcer Ray Balcer (Incumbent) Age: 78 Occupation: Retired Human Resources Director Web site: None
Top issues: Maintain Fair Oaks Ranch primarily as a residential community ideal for raising a family and retirement: Work must be done to mitigate against surrounding growth impacting water resources, land use and traffic congestion. The council must be proactive in managing its extra-territorial jurisdiction (ETJ). Infrastructure: The city infrastructure is aging, particularly water, sewer, streets and drainage. Judicious capital investments will be required but within sound fiscal constraints. Continue the “legacy of governing”: This includes low taxes, balanced budget, “pay as you go” and providing excellent city services. Council activity will be required on a “real time” basis. Personal statement: “As a citizen of Fair Oaks Ranch for 20 years, I have seen it grow and prosper and maintain its ambiance as a residential community. Since 1993, I have been intimately involved in every issue that has arisen within municipal government as the president of the Fair Oaks Ranch Homeowners Association or on the City Council. I have steadfastly championed balanced budgets, ‘pay as you go’ and providing excellent city services. I have the knowledge, experience, time and passion to continue service on the City Council.”
